LM gives specifications for minimum Windows version which is Microsoft Windows 10 1809

But we cannot find what Microsoft applications cannot be disabled.
Microsoft Core XML Services (MSXML) 6.0 is required.

Just make sure you can go back to 10.
As far as I know, there are no performance benefits in going to 11.

I also had the same issue. I have a Windows 10 LTSC machine (fully up to date with windows updates, sorry not in front of machine to get exact build #) and I had the same issue where V6 would load onto the Splash Screen and then sit there. Left it overnight as well to see if it needed some obscene amount of time to build the scenery but it never loaded.

I had trouble with these "umbrella libs" when I run Windows 7.

As far as I understood, Windows itself offers independent library entry points and routes them over stub entries to the MS Visual libs. So changed or new functions in Visual libs need corresponding updates in Windows - brought into Windows 10 by Windows Update - but not in my old EOL Windows 7. That lead to GSX crashing as needed library reroutings weren't found. I fiddled a lot but at the end, I had to update Windows 7 to 10 to have GSX work again.
The same may happen in Windows 10 2004 - but LM developers may not see this issue as they don't run Win 20 2004 (experience from my old Windows 7: as the GSX developers didn't use deprecated Windows 7, they couldn't fix the issue).
So an update to a currently supported Windows 10 version may help.
