ATC Request Altitude Change
I got Request Altitude Change options on the ATC menu during a flight but only for a short time. What determines when I get those options. I would like to have those options all the time.

If you get within range of a handoff to approach control or frequency change to another "Center" you can NOT change your alititude.
Basically when your on a flight plan and in cruise..... you can change. If your on approach or in the process of being switched to a new or different controller...... you do not have that option.
Similar to real ATC.
