When running P3D v4 in some scenarios, CPU Core 0 is at 100% (which I hear is normal) and the other cores are erratically spiking between ~%60 and 100%.
I observed this while flying the A2A Simulations PA-28 Cherokee in SW Washington near Portland using Orbx Pacific Northwest Scenery.
Is this normal? Any ideas what could be causing this?

Your GPU is Maxed out.
When you are at other locations without CPU spiking what is your CPU and GPU doing (screenshot).

As far as I know, it's normal behaviour since FSX:
one thread runs the main task, mostly at 100%, another thread runs some background housekeeping,
the remaining threads run the scenery rendering (usage in "chunks", depending on how fast your flying, how complex the scenery is, etc.).
You could steer it with "affinitymask" (Google helps).

As Vaughan says, your GPU is maxed out - and so is your CPU.
I am not at my main system right now, but tomorrow my time I can post a couple of links that might help you out some.
