Yeah it is all in the SDK and also the Learning Centre.
The default C-130 aircraft support 8.33 kHz spacing

v5.0 Release Notes:
•Added 8.33 kHz spacing support.
◦Updated C-130 to support 8.33 kHz spacing.

P3D supports this since release of v5.0.
Your aircraft developer has to implement the spacing in their radios.

Yes, it is by design I belief, have a look at the bug/fix list, some changes where made to sound system.
Also when you pause/resume or use Q to mute and un-mute the sound, certain sounds will reset/re-sync.
