I got the KERNELBASE.dll from another pc witht he exact same Windows build and version. I will also try downloading the Hotfix 3. I tried lowering my settings, but that did not work either.

Ok, I am back after upgrading my pc. I now have gtx 1650 4gb DDR5 and I have upgraded my ram to 16gb. So now my specs are :

I7-2600s, 3.5GHz
16 gb ram
64 bit Windows 10
Gtx 1650 4gb ddr5 with dx12 support.
