That is a known issue, what you need to do is to reload immediately your own saved flight plan over the P3D created one, this should work. Hopefully this will resolved by the next P3D update.

When using MCE the ATC window will only open if you request it:
"show ATC"
And will open briefly after you send or receive an ATC message.

Solution found, thanks to Simbol over at AVSIM: My FSUIPC traffic limiter had been set ON inadvertently which conflicted with UTLive. Setting it to OFF immediately resolved the issue. My AI traffic is back.
