Seems my issue was caused by the "Airport Vehicle Density" slider being too high. From what I understood, If the Airport Vehicle Density slider is anywhere above "none", aircraft traffic slows to a crawl in airports due to only having one fuel truck to service each aircraft. Very short thread at AVSIM regarding this.
