Hat switch doesn't control view

I am having an issue with my Thustmaster T.Flight X where the hat switch does not work and I cant seem to set it up!

Verify the hat switch is assigned to the view(pan) control in the Controls UI with the controller showing in the controller selection drop down box at the top of the Controls UI.

I have the same problem with the Saitek Pro Flight Yoke hat switch. The switch will only work if you push up. Left, right and down does not work, I must use the keyboard (shift + arrow). I've asked a few companies above this problem and have gotten nowhere. The controller shows it is working in all positions, not true.
