With older addons they will create entries in the dll.xml located in c: \ Users \ your name \ AppData \ Roaming \ Lockheed Martin \ Prepar3D v3
Also an other dll.xml with more entries and some the same in the dll.xml as above in c: \ ProgramData \ Lockheed Martin \ Prepar3D v3

Are both to be used or only the one in C: \ ProgramData \ Lockheed Martin \ Prepar3D v3?

Both are used.
Effect for all users:
C:\ProgramData\Lockheed Martin\Prepar3D v3
Effect only for the 'yourname' user:
C:\Users\yourname\AppData\Roaming\LockheedMartin\Prepar3D v3

FSX understands only the second variant and therefore it is mostly used.
