P3D v4.5.12.30293 installed (full install), Nvidia GeForce RTX 2080 (latest driver). Windows 10 on my C: drive, P3D intsalled on D: drive.
I have tried deleting/rebuilding shaders with no change. I am not aware on having installed any external shaders/tweaks.
Any ideas?

What are your system specs , monitors/projectors in use, and P3D Addons installed?

Can you do a screenshot of your Windows Control Panel showing your installed P3D components which show the installed P3D component name/version number/date/size?

For ggi (gary)
Nvidia RTX2080 driver 430.64
Windows 10 (10.17124)
Prepar3D_v4_Academic_4.5.12.30293 installed on D: with Windows installed on C:
Single ASUS monitor 3840 x 2160

Actions taken to resolve so far:
New clean install P3D 4.5 HF1
Deletion of shaders in Appdata and clearing
%PROGRAMDATA%\Lockheed Martin\Prepar3D v4
%LOCALAPPDATA%\Lockheed Martin\Prepar3D v4
%APPDATA%\Lockheed Martin\Prepar3D v4

No other scenery installed, P3D default aircraft in start menu, no weather apps used so far (but will add Active Sky), one PBR aircraft added AH Cessna 140.

Installed - see link below - the SDK for 4.5.11 was deleted, but not through add/remove programs

The old SDK is still showing as installed?
You have a 40 GB Academic that is not in my line up.

Also, the order/dates you installed P3D modules makes me wonder.

"the SDK for 4.5.11 was deleted, but not through add/remove programs"
I have no idea what was going on with the delete ?

My thought, because you do not have a lot of addons installed:
Uninstall your addon.
Uninstall P3D
Uninstall the 2 listed SDK's
Reboot the PC
Install the full P3D full (hotfix) product (Setup_Prepar 3D.exe).

Leave P3D in a default state for testing (no Add-ons).

In this case, I would add, after the system reboot:

Clean up the system, using a tool such as Ccleaner (the free version should be enough).
Reboot.

Now continue with the installation.

RESOLVED - Full P3D removal, registry clean (thanks Jorgen), and full install has resolved the issue. Unfortunately I do not know what addon caused the problem, however over the next month or two when I reinstall my products, I will check the PBR still remains. Thank you to everyone who posted with ideas/suggestions - it was much appreciated. Aussie1234 I hope you have been able to resolve the issue.
