how get controls to work when not in active window

Using P3d V4.1 and the joystick controls stop to function if my mouse is used in another window (like active sky or other app) I have disabled the pause for task switch. I have in past always been able to control aircraft and mouse was working weather or other external program window. Running out of things to try but this is very disappointing and annoying
