P3dv4 30hz Refresh Stutters, Blurry Textures - Why?

I've managed to get the settings in p3dv4 to where I can run my 4k monitor at 30hz, and have stable frame rates at 30fps, with vsync on.

Most of the sliders for scenery are in the middle, here's my system specs:

i7 4790k OC to 4.8, HT on w/water loop cooler
Strix GTX 1080ti OC to 2Ghz
16g Corsair Vengence DDR3 2133 ram
Win10 - 500g SSD
P3d - 1tb HD

If I move the camera around very slowly, it looks fine, and everything is smooth. The faster I move the camera, the textures become blurry and there are stutters.
I can't figure why this is happening - I've seen videos from other users with less capable systems having butter-smooth performance.

Why? The view from the cockpit is what matters. How well does that perform?

That's what I'm asking about. As I move the camera around, the textures become blurry. Why does that happen, and what can be done to fix it?
