Rudder Steering Not Working

I've noticed that upon landing my PA31 wont steer. The rudder moves but the aircraft won't steer. I noticed a string of posts noting this issue but did not see a resolution was found. Any assistance?

It happens with just the PA-31 Cheyenne. Not sure if it is the addon, P3D or a combination of both.
