Your video shows only one client to be a problem, the other is OK.

I would guess that your server is not the problem since each client would behave exactly the same if it was.

Perhaps this is a network problem.....bad network switch or cable??

Try updating your nVidia driver to the latest 431.36.

I have been struggling with performance problems (including long loading times) since 4.4.

The new driver has significantly improved scenery loading to an acceptable level. Others are reporting the same thing.

That can't be a correct Directx version since the version numbering doesn't follow the MS scheme. The correct number scheme is xx.xx.xxxxx.xxxxx (for DX12) and x.xx.xxxx.xxxxx (for DX11).
