Yes it is. Download the latest FTX Central, it gives you the option to install Orbx for V4.

Yep, noticed this also. If I keep my spoilers key pressed, the spoilers eventually open but the moment I let go, they close.
The key works fine on the other aircrafts, just has problems with the f16
