Resolved. I had moved the install package to a different folder.

Installed both client and content to v4.4.
All is okay except that I have no ATC voices.
I can pull up the menu but cannot hear atc when selecting. It is not greyed out though as in prevoius version?

I did not realize that to install the P3Dv4.4 update first required Microsoft.Net Framework 4.7.2 to be installed first.
