Yes, it's called SODE and has been available for quite some time. Many releases use it's functions and it's freely available for anyone to implement. Yes, Lumberjack will work the same in P3D as it did in FSX. The only caution is if there is an airport in P3D that has been moved from the FSX location, then Lumberjack may not have the same benefit.

Yes, design the necessary MDL files for what you want to see and then control them as SimObjects, instead of scenery objects. Sim Object Display Engine aka SODE allows the conditional display of SimObjects.

If you can "make do" with a free option, look up FSXWX. Takes a couple of minutes to setup, but works well for my needs.

Texture(s) does not equal traffic. Road(s) does not equal traffic. Traffic is a separate part of the scenery construct. Unless you add vector files that place Freeway Traffic into an area, there is nothing else to be added to do similar. You can have traffic without roads, just as you can have waves...

Others are bound to disagree, but unless you have a need to use that method, don't. Otherwise use the scenery library.
XML-based addition is great for things that might go into the default folders, but can now be done in a manner different from previous versions of FSX/P3D.

It's not necessary that they match. The rendering is based upon the layer #. The area # is really just a recording of when the entry was added.

I believe traffic files can go into any active scenery folder and still be recognized/utilized. It also keeps them out of the default folder structure, should updates or uninstall/reinstall come along. Same for airport elevation change files, they can (and should IMO) be placed into a separate scene...

I *think* I read that since P3D4 is 64 bit that it writes to a different section of the registry than what a 32 bit application would. So if the installer is looking in the wrong place, you most likely will have to wait for updated installers.
