P3D allows this as long as you save a flight with the ATC window undocked.
When you load that flight, it will show the ATC window undocked on the monitor that you save it to.
You can make it the default

Easy to resolve: Go to your P3D folder, open the Gauges folder and open missionpanels.cfg with Notepad. Search for [Window11] which is the ATC window. Using the 9700K here at 5.0ghz with water cooling and the CPU temp is steady below 70F in heavy P3D scenarios.

Well, in my case it has been quite simple to solve. cmeteo.dll was active, so I de-activated it. That dll is not compatible with Milviz wx radar. I knew that but had forgotten about it. So you install a new Carenado a/c and cmeteo is back on. Tested with 2 hours of flying with different a/c in rain/...

For what it's worth:
try an older video driver. I'm using 378.78 on GTX1080ti without issues.
